HAZARDIOUS CHEMICALS AND PESTICIDES THAT ARE BANNED OR SEVERELY RESTRICTED UNDER THE ROTTERDAM CONVENTION

Introduction

The Rotterdam convention is a global treaty to protect human health and the environment from the potentially harmful effects of certain hazardous chemicals, including some pesticides, severely hazardous pesticide formulations and industrial chemicals. The Convention entered into force in 2004 and works by promoting shared responsibilities and cooperative efforts associated with the international trade in certain hazardous chemicals and by facilitating the exchange of information about chemicals that have been banned or severely restricted in certain countries.

What are PIC chemicals?

PIC chemicals are those that are listed in Annex III of the Rotterdam Convention. The chemicals are categorized as:

  • Pesticides: chemicals that are used to control a variety of pest such as algae, insects, fungi, rodents and weeds;
  • Severely hazardous pesticide formulations: mixtures containing pesticide that are proposed for inclusion in Annex III by any party that is a developing country or a country with an economy in transition that is experiencing human health or environmental problems within its territory caused by such a formulation; or
  • Industrial chemicals: chemicals that are used by industry to produce a broad range of articles, products and formulations that are used by industry or the public.

Implication of Listing Chemicals in Annex III

PIC Chemicals are subjected to the Convention’s prior informed consent (PIC) procedure, an international legally-binding procedure for formally obtaining and distributing decisions of importing countries on future shipments of PIC chemicals and for ensuring compliance with these decisions by exporting countries. The result of this procedure is that parties to the Convention will not be able to export a PIC chemical without the prior informed consent of the importing party.

STOCKHOLM CONVENTION

Introduction

The Stockholm Convention on Persistent Organic Pollutants (POP) is a global treaty to protect human health and the environment from highly dangerous, long-lasting chemicals by restricting and ultimately eliminating their production, use, trade, release and storage.

What are POPs?

They are chemicals which are useful and greatly contribute to human well-being but once released into the environment, lead to toxic reactions, persist in the environment for years, travel thousands of kilometers from where they were used and can cause long term health and ecological effect in ways that were never anticipated or intended.

Implications and Actions:
  • Eliminating production and use.
  • Restricting production and use.
  • Reducing unintentional production with the aim of elimination.
  • Ensuring wastes containing POPs are managed safely and in an environmentally sound manner.
  • Targeting additional POPs.

The first 12 POPs

  • Aldrin
  • Chlordane
  • DDT
  • Dieldrin
  • Endrin
  • Heptachlor
  • Hexachlorobenzene (HCB)
  • Mirex and
  • Toxaphene
  • Hexachlorobenzene
  • Polychlorinated biphenyls(PCB)
  • Polychlorinated dibenzo-p-dioxins
  • Dibenzofuruns(PCDD/PCDF)

The 9 new POPs

  • Chloredecone
  • Lindane
  • Hexabromobiphenyl
  • Commercial pentabromodiphenyl ether
  • Commercial octabromdiphenyl ether
  • Perfluorooctane sulfonic acid (PFOS), its salts and Perfluorooctane sulfonyl fluoride (PFOS-F)
  • Alpha hexachlorocyclohexane
  • Beta hexachlorocyclohexane
  • pentachlorobenzene
