DISPOSAL OF PUBLIC PROPERTY.

Based on the recommendation of the committee on ‘Final Evacuation of Council’s Assets’ set up by Director General, the Consumer Protection Council is to undergo an Auction process in compliance with Due Process having done a detailed compilation of the Items by the Committee to be disposed.

The method most appropriate for this exercise is open competitive bidding in line with Auction Process in Section 55 sub sec. 3 of Public Procurement Act 2007 (PPA), the open competitive bidding hall be the primary source of receiving offers for the purchase of any public property offered for sale.

DISPOSAL METHOD:

SALES BY SEALED BID.

Process: this process, the property will be sold on sealed bid, the procedure is handled similar to purchase of goods but to be giving to the higher bidder not lower, and this process shall be handle by Procurement officers and the Sub-Committee on Auction.

Instructions to Tender (ITT):

  • Bidding papers shall be collected at the venue each each Processes
  • Clearly written your name and price, ensure is sealed
  • Drop in the bidding box
  • The committee will call over the quoted price to the hearing of all
  • The highest bidder takes the property
  • No bidder is allowed to bid more than one items on a particular item
  • Any bidder found rigging shall be disqualified to continue with the process
  • Any payment not made at the auction ground, the said property shall be retained for 24 hours, after that it shall be sold.
  • Money not paid for within 24 hrs , you lost the bid and shall be sold to another bidder
  • Any item bought and paid for shall be taken away from the premises immediately
  • Any unsold Item shall be sold to interested Bidder via. Negotiation Process.
  • All Payment shall be paid to Remita Account as conducted by representative of Account Department in Auction Subcommittee.
  • Items shall be taken out of the gate after the presentation of receipt of sale.

Sale begins 12 noon 20th, June 2018.

Bidding will be conducted by the procurement officers alongside with the Auction committee.

Interested eligible bidders may obtain further information from Procurement Unit.

All Zonal offices inclusive.

Nothing in this advertisement shall be construed as a commitment on the part of the Council or procurement Unit to award or sale any or all the above listed Items.
